Brett Ballengee got a call last week he usually welcomes: a family got approval from his state of West Virginia to pay for at-home care for their disabled child.

Ballengee, who works at a nonprofit that provides support services for people with a range of disabilities, worries he doesn’t have the staff to help this family. Depending on their needs, he said, the budget offered through the state’s Medicaid program might not go far enough.
